Seward City Council Seward is a home-rule city with a city council-city manager form of government. The city was incorporated in 1912, and its Charter was established and adopted on January 5, 1960. The City Council serves as the elected legislative and policy-making body for the city of Seward, enacting all laws and directing any actions. The council consists of the mayor and six council members. They must have a quorum of four, and a vote of at least four members is required for official action unless a majority is required by law. The Council appoints members to the Seward Planning and Zoning Commission, the Port and Commerce Advisory Board, and the Historic Preservation Commission. The City Council meets every 2nd and 4th Monday of each month at 7:30 p.m. in the City Council Chambers at 410 Adams Street here in Seward. Meetings must adjourn by 11:00 p.m. Goals of the City Council are:
