Phillip E. Oates (Major General, U.S. Army, Retired) is the City Manager for the City of Seward. The City Manager serves the public as the Chief Administrative Officer of the City. In this capacity, he is responsible for providing general direction and support to the City Council, leading and managing the activities of City departments, enforcing the city code, administering city contracts, and managing human resources. He is appointed by, and serves at the pleasure of, the City Council. Over his career, Phillip Oates has served throughout the United States and around the world in numerous military, government, and business organizations. In different assignments in Alaska, he has served as the Chief of Staff of the 6th Infantry Division (Light), the Chief of Staff of Alaskan Command, Adjutant General Alaska, and Commissioner of the Department of Military and Veterans Affairs.  He has a Masters of Public Administration degree from the University of Missouri at Kansas City, and is currently completing a Doctorate of Business Administration degree with the University of Phoenix. The Administration Department, or City Manager's Office, is responsible for the overall supervision and coordination of city operations.  Administration's main function is to ensure that the policies established by the City Council are properly implemented.  Administration is also responsible for establishing the overall direction, coordination and management of all city departments.  This support includes centralized human resources, insurance and claim management, risk management, employee training and development, contract negotiations, workplace safety, management of information systems, administering the boards and commissions, review of city and departmental policies and procedures and the development and facilitation of agendas and resolutions for city council meetings.  Administration is involved in specific tasks, which may include participation in capital projects and special projects as directed by the City Council. |
